Every other person, except a pharmacist or a manufacturer, wholesaler, or other person licensed under section of the Revised Code, who is authorized to purchase and use controlled substances shall keep a record of all controlled substances purchased and used other than by prescription. The records shall be kept in accordance with division (C)(1) of this section.
